Is white steam/smoke normal from a car tailpipe after a rainy day?

it's just water vapor. The exhaust is several hundred degrees when it comes out of the tail pipe. Since you said it had just rained, the air was probably rather humid. When the cool moist air hits the hot exhaust, the water turns to steam. This is what you're seeing.
